Brachial Plexitis

Hi,
I was recently given a diagnosis of Brachial plexitis. I have winging of my scapula and, after emg's and other testing, my seratus anterior is not functioning properly. I have limited R.O.M in my arm(90 degrees) and it has been this way for over a year. It happened after having a bad virus and subsequently a parlyzed vocal cord which returned to normal after several months. My neurologist said that this as good as it will get and that there is nothing I can do. I am looking to get a second opinion. Is surgery feasible for this injury?
