Military Nerve Graft History

I am in the Army. My son William is seven and has a left side C5/6 BPI. Despite hundreds of appointments with dozens of military doctors, William's arm went untreated until it was too late for the most effective treatment strategy to work. This has resulted in a lifetime disability. We are trying to find any other military families who have a BPI child around his age. We would like to find if any of these children were referred for nerve graft surgery anytime before the Summer of 1996. Do you know anyone like this?
