Injured during PT-13 year old

My 13 year old daughter was being treated for shoulder instability. Her ortho sent her for physical therapy and after her first visit with her new PT we believe she sustained a TBPI...she left the appt. with a limp, numb arm, and no feeling in her thumb and pointer finger. I was told by the PT to wait a week and if anything changed to call her Ortho. After a week the the numbness was getting better, but she was in a lot of pain and she was having spasms in her arm, neck and back and her hand shakes. If she holds a pen, fork or a glass she feels like she is going to drop something.
At the one week mark we saw the oncall ortho he put her in sling and said see our regular ortho in a week. Nothing for pain or spasms....he said it was a brachial plex injury. We are really frustrated. We finally see our Ortho tomorrow, but I really feel that the PT was negligent. Any advice?
