scapulla strenthening

can scapulla be strenthened by therapy.what is the correct age for scapulla corection.

My daughter is 23 months old and has scapulla winging as well and recently had botox injections which helped some of her issues including this one but instead of poping out upward it now pops out to the side. I'm not sure if this would help your son or not.
