New here...Our story and a few questions

HI! I just found this board and want to introduce myself. I have a nephew who will be 3 in July, he has brachial plexus palsy from a birth injury. He has been in PT since he was 3 months old and is scheduled to see a neuro surgeon in 2 days to be evaluated for a nerve transplant. He had an EMG at 6 months which showed that he does have continuity of his nerves. But at this point he is developing "frozen shoulder" and has been showing neglect for over 6 months now, which his therapist says is normal for his age.
My questions are really in regards to surgical intervention. For those of you who have had this kind of procedure done, have you seen any significant improvement, and do you reccomend this procedure. From what I understand, Texas is the only childrens hospital who preforms this procedure.
Also, for those of you who have dealt with this as a birth injury, have you persued this legally? My brother and sister-in-law are currently in the process of litigation and I am wondering how your cases stood in court.
