Plexus Injury, c5,6Right arm

My daughter Aysha, age 6 had suffered Plexus Injury, while an in experienced lady doctor was delivering her back in 1999, in UAE.There is a kind of permanent bend in her arm, and she is able to just her raise her arm in front by 90 degs. Doctors are not hopeful with her physiotherapy, some suggest that "tendons" needs to be replaced.
I am desperate, as time is passing by.Please guide me to adopt what course of action,should I continue with the physiotherapy or get her operated now.
