Allena, you don't say how small your daughter is. At 12 months my eldest daughter weighed 20 pounds, my youngest daughter weighed 25, both were classed as small for their age, my eldest as too small. My doctor said as long as they stay on the same growth curve and are otherwise healthy then there is not a problem. Both my girls are still thriving and are now normal weight and height (whatever normal is!) very active, athletic and doing well at school. For them, s many others, small is normal.
Your daughter won't mind the doctor examinations so much if you act like they are no big deal, try and look at it that they are checking for anything more serious that might be causing her to be small. When they find nothing wrong, then you can get angry and sue them! But try and stay positive around the doctors when your daughter is there or she will suffer more, I know it's hard especially when trusting doctors is that much worse for us parents, but you need to try for her sake and save the anger for later.
Look after yourself-I know from experience those precious skinny babes are just full on active 24/7!

Re: do parents get pain and suffering?
Allena- I honestly don't know. I say contacta lawyer and find out exactly why the doc says she is too small. I had a similar problem when my older son was younger. His pediatrician asked me point blank "do you feed him?" Needless to say on the next visit, I brought my very tall and very thin husband and the doctor apoligized immediately. Genetics playa huge part in a child's growth and size. My son is 5 and wears size 2 shoes and size 10 clothes. Not for weight, but for his height. He is just naturally thin and tall. By thin I mean, seeing his heartbeat and all ribs. By tall I mean can reach the top of my head and I am 5'6. As long as your child is healthy, happy and well cared for- who cares what size she is. Try getting a second opinion. What size and age is she. Hopefully, you find the answers you are looking for and your daughter won't have to go through this much longer.
