elbow pain surgery?

i am a 52 yr. old female. damage is to my rt. elbow, partially paralyzed, great pain especially during sleep time, never comfortable. is there a surgery out there that would improve this? i was told by neurologist that damage is extensive & can do nothing about it? could this be possible???? in this day & age, i would think there would be more options. live in wisconsin...don't know if this is a good thing or not!
